What is the benefit of forming Cooperatives?
Cooperatives function on the basis of the principles of ‘Cooperation’ and ‘Self-help’. So cooperatives are no different from the SHGs which function on the same principles. However, cooperatives are more organized, have a clear cut structure and role enumerated in the constitution of India and function as per the provisions of Bye-laws framed as per the provisions of the Cooperative Societies and functions as per the cooperative principles.
Does registering of a cooperative society involve any cost?
Yes, an amount of rupees equivalent to 1% of the authorized share capital of the proposed cooperative shall have to be paid in the Treasury against proper Head of Account as the registration fee for registration of a cooperative society.
How does the registration of cooperatives?
Registration can be done on the application to Office of the Deputy / Assistant Registrar, Co-operative Institutions by 20 members after depositing prescribed share capital and entry fees.
- First of all, the application should be submitted to Office of Assistant Registrar, in the prescribed format, jointly by at least 20 members who are the members of various families.
- An convener will be appointed by the Assistant Registrar’s Office, who will provide support and guidance to applicants regarding all legal and administrative proceedings for the registration of the society.
- Members of proposed institution have adopt the bylaws of their organization by conducting a meeting together.
- For making institution’s bylaws, a copy of model bylaws can be obtained from assistant Registrar’s Office / District Co-operative Union.
- The convener submits the action plan including his recommendations for the registration of proposed institution to the office of Assistant Registrar, where registration certificate of the Institution is issued after verification.
Which are the laws that regulate cooperative societies in India?
Laws regulating Cooperative Societies in India are:
State Cooperative Societies Acts of individual states e.g. Meghalaya
Multi-State Cooperative Societies Act, 2002 for the multi-state Cooperative societies with Area of operation in more than one State.
What is Multi-state Cooperative Act ?
A multi-state Cooperative Society means a society registered or deemed to be registered under the Multi-State Cooperative Societies Act, 2002 and includes a national Cooperative society or a Federal Cooperative

What are the requirements/documentation’s and procedures for the registration of new Society ?
The application or proposal for registration of society should come from promoter members who belong to different families but are residents of Delhi only. The proposal should also mention the specific scheme indicating that the proposed society will be viable and will ensure promotion of economic interest of the member.
DOCUMENTATION AND PROCEDURES
The complete set of registration papers can be obtained from the office of the Delhi State Co-operative Union, 31, Netaji Subhash Marg on payment of prescribed fees. The applications along with schemes initially received from the Chief Promoters and are scrutinized by the Deptt. To ensure (a) the viability of a society, (b) its conformity with Delhi Co-operative Societies Act and Rules.
The required documents are as follows:-
- Model bye-laws (4 copies)
- Enquiry Performa
- List of promoter members.
- Copy of promotional meeting resolution resolving name of the society, value of share money, admission fees, liabilities, total number of members of managing committee, annual submission fees etc.
What is the role of the registrar?
From the registration of a Co-operative Society till the cancellation of its registration, the Registrar acts as a friend, philosopher and guide to the co- operatives Registrar order to ensure that the Co-operative Societies function in accordance with the provisions of Delhi Co-operative Act, Rules, Bye-laws and govt. policies.
The main functions of the Registrar are as under:-
- Registration of Co-operative Societies.
- Amendments to the Bye-laws of Co-operative Societies.
- Amalgamation, division and re-organization of Co-operative Societies.
- Conduction election of Managing Committee in primary Co-operative banks and federal Co-operative Societies.
- Regulation of investment of funds by Co-operative Societies as per Act & Rules.
- To conduct audit and inspection, handle enquiries and fix surcharge on negligent functionaries of Co-operative Societies.
- To settle dispute of Co-operative Societies through the process of arbitration.
- Function as an appellate court.
- Enforcement/execution of orders, awards and decrees of various courts.
- Winding up and cancellation of registration of defunct/non-functional societies.
- To operate Co-operative Education Fund for training, education and carry out publicity program to strengthen Co-operative movement in the N.C.T. of Delhi.
- To frame/amend Delhi Co-operative Societies Rules, 1973 from time to time.
- To issue instructions/directives for the promotion of business of different categories of Co-operatives.
- To verify membership in Housing Co-operative for allotment of plots/flats.
- To frames, execute and monitor various welfare schemes approved by the Central/State Govt., including financial assistance to various sectors Co- operatives.
